Who this is

Rat Fink is the invention of Ed «Big Daddy» Roth, the Californian custom-car builder who built the show rods of the sixties and created the anti-Mickey-Mouse on the side: fat, ugly, loud — and thereby the mascot of an entire scene. A kustom kulture icon to this day.
